03 · WHAT ETEEAP IS — AND IS NOT
A rigorous recognition pathway, not a degree purchase.
ETEEAP can
- recognize documented relevant prior learning and professional experience;
- use competency-based assessment against an academic program;
- identify equivalencies determined by the deputized HEI;
- identify additional academic requirements still needed;
- lead toward a degree when all institutional requirements are satisfied.
ETEEAP is not
- an automatic degree for years of employment;
- a degree purchased through a service fee;
- a guarantee of admission, equivalency credit or graduation;
- a promise of no classes, tests, projects or additional requirements;
- a degree awarded by Filipino Institute.
04 · CURRENT BASELINE QUALIFICATIONS
CHED CMO No. 11, s. 2025 sets four minimum criteria.
Final admission and program-specific requirements can still be stricter.
Filipino citizen, residing in the Philippines or abroad
At least 23 years old at the time of application
Completed secondary education through a High School Diploma, ALS Accreditation and Equivalency, or Philippine Educational Placement Test qualification for college entry
Minimum of five years of relevant work experience related to the degree being pursued
Important: A public FI pre-check can indicate apparent readiness only. Admission, equivalency, accreditation, assessment, crediting and degree decisions are made by the applicable CHED-authorized/deputized higher education institution.
05 · DEGREE ALIGNMENT
Your experience should align with the degree—not just your preference.
Use examples only as possible alignment, never as a promise of admission.

May align with a business or human-resource-related degree offered through a currently authorized ETEEAP program.

CHED baseline supporting documents
- PSA Certificate of Live Birth showing the applicant is at least 23 years old
- Evidence of secondary-school completion or equivalent college-entry qualification
- Comprehensive portfolio detailing at least five years of relevant work experience related to the degree/discipline
- Documentation of relevant training and other formal, non-formal and informal learning, including TESDA National Certificates or Certificates of Competency where applicable
- Recommendation letter from employers or industry experts attesting to competencies and qualifications
Possible additional HEI requirements
- Barangay clearance, NBI clearance or passport
- Service Record or Certificate of Employment

Checklist boundary: The exact checklist is institution- and program-specific. FI must label these as CHED baseline/possible additional evidence, not promise that every item is sufficient or exhaustive.

The result can include gaps, additional requirements or eventual completion.

CHED's March 19, 2026 list includes institution/program-level status information, including entries marked For Recertification. FI must verify the current institution, exact program and authority status before presenting an institution as available for an applicant.
FI provider rule
Do not hard-code an institution as an active FI ETEEAP partner or promise a degree offering solely because it appears in an older/static list. Provider and program authority must be re-verified against the current CHED source before referral or payment for institution-specific processing.

Answers to the questions that most often create confusion.
What is ETEEAP?
ETEEAP is a CHED-governed educational assessment pathway that recognizes prior learning, knowledge, skills, attitudes and values acquired through work and other formal, non-formal and informal learning. It is implemented through CHED-authorized/deputized higher education institutions.
Who may qualify under the current CHED IRR?
CMO No. 11, series of 2025 states that applicants must be Filipino citizens residing in the Philippines or abroad, at least 23 years old, have completed secondary education or an accepted equivalent, and have at least five years of relevant work experience related to the degree being pursued.
Does five years of work automatically qualify me?
No. Five years is a minimum baseline under the current IRR, but relevance, evidence, program fit, admission requirements and the institution's assessment still matter.
Can OFWs apply?
Yes. The current IRR expressly covers Filipino citizens residing in the Philippines or abroad. CHED also operates an ETEEAP OFW Portal.
Can I choose any degree?
No automatic right to any degree is created by work experience. The degree should align with the applicant's documented prior learning and the program actually offered by a currently authorized/deputized HEI. Final program admission is institutional.
Does Filipino Institute award the ETEEAP degree?
No. Filipino Institute provides pathway support, preparation, organization and tracking. The applicable deputized HEI controls admission, assessment, equivalency, crediting, remaining academic requirements and the degree outcome.
Will I need exams, interviews or skills demonstrations?
Possibly. CHED's current rules allow written tests, interviews, skills demonstrations and other competency-based assessment methods, depending on the institution and program.
Will I still need classes or additional requirements?
Possibly. The institution may identify gaps and require coursework, projects, additional evidence, assessments or other academic requirements.
How long does ETEEAP take?
There is no single safe public duration for every applicant. Timing depends on document readiness, assessment, recognized prior learning, remaining requirements, institutional schedule and applicant completion.
What does the ₱8,500 FI fee cover?
It is the published Filipino Institute pathway/service fee for FI support such as pre-assessment, document and portfolio preparation guidance, readiness review, case tracking and referral/application support where applicable. HEI and third-party charges are separate.
How do I verify an ETEEAP school?
Use the current CHED list and verify the exact institution, degree program and status. FI should also re-verify authority before any institution-specific referral or payment.
Can FI tell me how many credits I will receive?
No. FI may show evidence readiness or portfolio coverage, but equivalency credit is determined by the deputized HEI through its assessment process.

The deputized HEI may use portfolio review, written tests, interviews, skills demonstrations and other competency-based assessment methods.
Current provider verification
Institution and program authority must be re-verified against the current CHED deputized-provider list before an institution-specific referral or payment.
