This guide explains which certificates you receive, when attestation is needed, which authority handles it, and how to process attestation depending on the issuing country and destination country.

It applies to:

  • Face-to-face programs (Dubai, Qatar, Bahrain)
  • Online, Virtual Live, and Self-Paced students
  • K–12 parents and learners

1. Attestation Fees Are Not Included in Tuition

All attestation processing fees (MOFA, Apostille, Embassy) are separate from tuition.

2. Filipino Institute Can Assist

FI can assist or guide students through the attestation process; however:

  • Processing is handled by government authorities
  • Timelines and approval depend on the issuing and destination country

3. Recognition Depends on Employer or Government

Attestation does not guarantee:

  • Job approval
  • Equivalency
  • Licensing acceptance

1. What Attestation Means

Attestation verifies that your document is:

  • Authentic
  • Officially issued
  • Valid for use in another country

There are two main types:

  • MOFA Attestation (Middle East countries)
  • Apostille (Philippines and Hague Convention countries)

3. Attestation Options (Important)

For Bahrain-Issued Certificates and Diplomas

Students can choose:

Option A — Apostille (1 Stamp Only)

Used for:

  • Non-Middle East countries
  • Countries in the Hague Convention

Process:

  1. Apostille (Bahrain)

Done.
Apostille replaces all embassy/MOFA steps.


Option B — Full MOFA Legalization (For Middle East Use)

Used for:

  • UAE
  • Qatar
  • Saudi Arabia
  • Kuwait
  • Oman
  • Bahrain (internal use)

Process (Basic):

  1. MOFA Bahrain
  2. Embassy of destination country in Bahrain
  3. MOFA of destination country upon arrival

For UAE-Issued Certificates (Dubai / Sharjah)

  1. MOFA UAE
  2. Embassy (if required)
  3. Use document abroad

For Qatar-Issued Certificates

  1. MOFA Qatar
  2. Embassy (if required)
  3. MOFA again in destination country (if required)

For K–12 Philippines-Issued Documents

This is the most important chain for parents:

Use in the UAE (Example)

  1. School Verification
  2. DepEd / CHED Authentication (if required)
  3. DFA Philippines – Apostille
  4. UAE Embassy in the Philippines – Attestation
  5. MOFA UAE – Attestation

This is the full legal chain for all K–12 credentials used in UAE.


4. Detailed Attestation Processes (Step-by-Step)


⭐ A. Bahrain → UAE (Most Common Chain)

For online/self-paced/virtual diplomas.

Step 1 — MOFA Bahrain

Verifies the document in the country of issuance.

Step 2 — UAE Embassy in Bahrain

Certifies that the Bahrain document is valid for UAE.

Step 3 — MOFA UAE

Final legalization in UAE.

Result:
Your Bahrain-issued certificate is now fully valid for UAE use.


⭐ B. Bahrain → Any GCC Country

  1. MOFA Bahrain
  2. Embassy of GCC country in Bahrain
  3. MOFA of destination country

⭐ C. Bahrain → Apostille Only (Non-GCC)

For Europe, Asia-Pacific, Africa, South America (Hague Convention).

  1. Apostille in Bahrain
    (Done — no embassy, no MOFA in destination country)

Important: Apostille = single stamp, universally accepted within Hague member nations.


⭐ D. Dubai-Issued → Use in UAE or Abroad

For UAE Use:

  1. MOFA UAE

For Use Abroad (Example: Saudi Arabia):

  1. MOFA UAE
  2. Saudi Embassy in UAE
  3. MOFA Saudi Arabia

⭐ E. Qatar-Issued → Use in Qatar or Abroad

For Qatar Use:

  1. MOFA Qatar

For Use in UAE:

  1. MOFA Qatar
  2. UAE Embassy in Qatar
  3. MOFA UAE

⭐ F. K–12 Documents (Philippines → UAE)

(Same chain applies for Qatar, Bahrain, Saudi, Kuwait)

Step 1 — School Verification

Registrar confirms record.

Step 2 — DepEd or CHED Authentication

Depending on level (Basic Ed vs SHS vs College).

Step 3 — DFA Philippines – Apostille

This is the official Philippine legalization.

Step 4 — UAE Embassy in the Philippines

Confirms the document is valid for use in UAE.

Step 5 — MOFA UAE

Final attestation after entering UAE.

This is the complete chain for ALL K–12 documents.

Is attestation included in the tuition fee?

❌ No.
Attestation fees (MOFA, Apostille, embassy fees, courier, third-party services) are separate and not included in tuition.


Can Filipino Institute assist with attestation?

✅ Yes, FI can assist or guide students through the attestation process or connect them with authorized service providers.
However, attestation is processed by government authorities, not FI.


Is attestation mandatory for all students?

❌ No.
Attestation is only required if requested by:

  • An employer
  • A recruitment agency
  • A government or licensing authority

Does attestation guarantee job placement or approval?

❌ No.
Attestation only verifies document authenticity.
Employment, licensing, and equivalency decisions are made by employers or authorities, not FI.

Where are professional diplomas issued from?

✅ Bahrain (for all online, virtual, self-paced, and selected face-to-face programs)


Do professional diplomas need attestation?

➡️ Only if required by the employer or authority.

Most employers ask for:

  • MOFA attestation (Middle East use), or
  • Apostille (non-Middle East / Hague countries)

What attestation options do I have for Bahrain-issued diplomas?

You have two options, depending on where you will use the document:

✅ Apostille (Single Stamp)

  • For Europe, Asia-Pacific, Africa, Americas (Hague Convention countries)
  • One-step legalization

✅ MOFA Legalization (Middle East Use)

Example: Bahrain → UAE

Do certificates need attestation?

Bahrain serves as the central awarding body for all online and flexible learning programs.

Where do online students process attestation?

📍 Dubai
This applies regardless of where the student is physically located.

Does face-to-face study change attestation requirements?

No.

Not on whether the class was face-to-face or online.

Is this a government license?

FI certificates and diplomas are training and academic credentials, not professional licenses.


Does attestation mean equivalency?

❌ No.
Equivalency is handled by government education authorities, not training institutes.


Why are there multiple stamps?

Each stamp verifies the document at a different level:

  • Issuing country
  • Embassy of destination country
  • MOFA of destination country

This is normal for international documents.
